What is the Warm Homes Loan Scheme?

With energy prices remaining a concern for many UK households, the Government has introduced the Warm Homes Loan Scheme (WHLS) to make investing in energy efficient home improvements more affordable.

Launching to consumers from September 2026, the scheme is designed to help homeowners and private landlords spread the cost of installing low carbon heating systems and renewable energy technologies through more affordable finance.

Rather than offering grants directly to homeowners, the Government provides funding to participating lenders, enabling them to offer loans with significantly lower interest rates for approved energy saving technologies.

The aim is to:

  • Reduce the upfront cost of renewable energy installations
  • Lower household energy bills
  • Support the UK’s Net Zero targets
  • Make green home improvements accessible to more people

Who Can Apply?

The scheme is expected to be available to:

  • Homeowners
  • Private landlords

Applicants will still need to pass the lender’s affordability and credit checks, but there are no Government income thresholds to qualify.

What Can the Loan Be Used For?

Eligible technologies include:

  • Solar PV panels
  • Battery storage systems
  • Air Source Heat Pumps
  • Ground Source Heat Pumps
  • Water Source Heat Pumps
  • Biomass boilers
  • Heat network connections
  • Domestic wind turbines
  • Micro-hydro systems

Installations must be carried out by an approved installer to qualify.

How Much Can You Borrow?

Current maximum loan values include:

Air Source Heat Pump £20,000
Ground Source Heat Pump £35,000

Can It Be Used Alongside Other Grants?

Yes. The Warm Homes Loan Scheme can be combined with the Boiler Upgrade Scheme (BUS), allowing homeowners to use the Government grant towards a heat pump while financing the remaining installation costs through a low interest loan.

What’s Not Included?

The scheme isn’t intended for general home improvements and won’t cover items such as:

  • New roofs
  • Windows and doors
  • General building work
  • Standalone insulation projects
  • Standalone EV chargers

However, some ancillary works directly related to renewable installations may be included.
